Is anything being done? or CAN anythign be done? I understand that L2 is a PVP open game, but when a level 70 comes and whacks a level 30, i hardly call that a contest. but then to have the Lv30 drop his armor and lose it... is that even right?
i just want to know if this is an encouraged thing on L2. are ppl supposed to whack lowere level guys or train huge mobs to them, and stun them so they die?

This happens often but the best thing you can do is find a good clan and alliance. People who are tagged are much less likely to be PKed/griefed (unless the reason they are being PK/griefed is because of political association). Especially in lower level areas its often people will make PKing alternates and just let off some steam on new players. Not really cool :(
it's neither encouraged, nor discouraged.
rarely a lvl 70+ will waste a PK on a lowbie - unless they're quitting or rerolling, or you have somehow ****** them off. so take comfort in that.
and you will not lose your gear if you are not red with more than 5 PKs, but you might if you are killed by a mob (even if the mob only got last hit).
in l2 certain people will use every dirty trick in the book, if they think you looked at them wrong. and then there's the people who are just greedy, and will train you for your gear.
these people are seldom very popular, and probably get PKed frequently. i know this doesn't help the person who got trained. but that's life.

That's the game. It's "not nice" but that is the game that was created. And as Box O' Fox has indicated, get into a clan and even an alliance... that will afford you some protection. At higher lvls pk'ing is less common except for being attackec "because" of your colors.
Only thing you can do is quit game if you dont like it thats sad but its part of the game. I dont have a problem to get griefed or killed by a High level Player what i dont like is to get killed by a High level Player which used 3rd party programs to level up while sleeping and or at work/school so they missed all the content and now they are just bored thats why they grief all day cause they think thats PVP.

As stated by Sarge, no players can drop any item/armor/equipment, when killed by player. Exception when killed while have carma and more then 5pk.
But still can drop items, except equipped weapon, while killed by mob.

So this raises the question why did he attack you? Were you perhaps red and had just killed his alt or something?
