Mistryl is right, when you have a gamepad, the entire hotbar can change to either a PS2 style 4 button setup, or the traditional hotbar. Of course since the hotbar has more than 4 buttons, you must press right or left at the top of the controller, in addition to the regular buttons, to shift to the other areas of the hotbar.
