If your character qualifies for the buffs from the Newbie Guide, you should be eligible to receive a weapon from Miss Queen. Also, if any one of your characters is above level 25, you cannot participate in the Adventurers' Guide portion of the event.
If you qualify as a new player and you're still not able to obtain a weapon, please contact Support Team (http://support.lineage2.com) for assistance. Thanks!
