From what I understand, you have a 2/3 chance of sucess, and a 1/3 chance at failure every time you overenchant. No other factor (except luck) comes into play.
My personal method for overenchant success is to do all my overenchanting on monday when there is a first-quarter moon at 1 am while facing east and chanting my favorite rock song...

From all the OE i've have done and read up on there is a 60% of it working..... no matter where, when or with anyone...
personally i unequip my weapon/armor then push the button.....if it works i show off my new glow. if it doesn't i have my shop setup to sell crystals :( and then go back to my where house to see what i can use till i can replace it..
Yea i belive it is only 60% for every overenchant. And for technique i un equip the weapon and turn the volume up loud and close my eyes and click, i have very much luck with this technique considering i have enchanted a sls to +10 and ELS to +6 and +8. But it seemt that when i tried to enchant OPA it blew on first try. Maybe it has to do with weapon materies? i am a knight so maybe that why i could only enchant swords so high. o well good luck!
No, over-enchanting should be more like 33% success cuz...
1st try: Top D duals popped going to +4 (ended up just buying a pair.)
2nd try: Darkscreamer popped going to +4 (decided to recraft and settle for +3)
3rd try: BoP Popped going to +5 (decided to recraft and settle for +3)
4th try: Kris popped going to +4...
Wait, now that I count it up, it's more like 20% success! That's not to add up what I did with D and C armor after the pumpkin event!

You're just unlucky ;) Same way as I'm with the 60% recipes. out of 7 crafts, 3 have succeeded, and those were the ones that didnt really matter T_T
Overenchanting for me, 1 blown, 1 succesfull one ^^ but OE is 60% or 66% or something like that, so basically if you're lucky you can do miracles ^^ Clanny got a meteor shower to +15 on PTS and then boom at +16, was pretty funny :)
Any method you hear about is purely superstitious mumbo jumbo. Of course I am superstitious and every enchant that I've done higher than +8 has been done in Giran and Heine and Dion and Aden and FG and near DC and in the Blazing Swamps and in the water near the Pirates Tunnel and deep inside Heretics and at Angerhell waterfalls and ...you get the idea.
The only common element is that I felt the urge to blow something up and went for it.
Ok, I just did a +3SLS, that +3BoP, and a pair of SLS duals all to +4! So I guess now it's more like 60%
All I can say is, I got up off my chair spun myself 360 to the right, 360 to the left, jumped up, hit the weapon I wanted enchanted with the mouse while making a fist whispering "yes.." under my breath and it worked! :p
If I really wanted something overenchated, I'll save up until I had enough for 4 of the weapons. Get them all to +3 and then one by one make them +4 then go to +5 then so on and so on until I'm left with one of them. After that sell the crystals or use them to craft some SS/BSPS :P
Ok, my experience.
Already blowed up tons of weapons ( looks like I play just for waste weaps) some on +15, some on +4 , many in middle of this.
My conclusion : totally random, really really random. My personal opinion it's that is just 50%-50% since +4 and less in some oe lvl as 15>16 (very little change imo,cos toomany weaps blow on +15).What is strange is that no official stats was released about it....or I miss it ?
Why Nc don't let know us nothing of official about oe stats or other "risky" game in Lineage?
There was offical infomation saying that there is a 66.66% chance of success with every enchant, which also means going from +3 -> +4 has the same chance to work as going from +15 -> +16.
The only secret to OE'ing is who ever has the biggest ballz wins.

I would have thought that with armour/jewels that the rate of success decreases with each enchant.
There is a specific % chance of success on each attempted enchant. There is no way to change those odds. Some people try to play with probabilities. While there is always the same chance of success, the probability of getting the same result in consecutive attempts gets lower with each consecutive same result. I know people who seem to have a much higher success ratio by intentionally popping low grade items before attempting high grade items. For example, they will OE low grade items until 2 consecutive item pop, then enchant the high grade item, betting on failing 3 enchants in a row would be a small probability. The problem is, enchanting is an addiction, and people are seldom happy with what they achieve, always trying to push the envelope until it does indeed pop.

I don't know that I can accept that enchant success % as credible. In C1 and C2, at least on the NA servers, the fail rates for weapons were incredible. Just getting one weapon to +5 was a coup. But now almost anyone can get to +5 without much effort. So I am inclined to believe that the enchant success rates changed just before C3 when the "glow" was added. It was an inducement for everyone to enchant their weapons, sure, but inducement with high failure rates sounds pointless...even for NCSoft. So I think they did tweak the success percentages for C3 and C4. I have no idea what that % is, but if you enchant enough, you will get to +10 or higher on a weapon.
Maybe today or tomorrow I am going to see if enchanting armor is still as difficult as it used to be. +10 Nightmare Plate would be awesome, but I think highly unlikely.

I am one of those addicts. Personally I believe that enchant success % for each level of enchant is the same. I have the same odds of breaking a weapon at +4 as I do at +17. That's my approach, even though this may not be the case. Maybe one day NCSoft will release the numbers to contradict my viewpoint. I hope not. I LIKE NOT KNOWING. "Never tell me the odds," because it keeps us from doing the impossible.
To string together a series of successful enchants in a row is again, just one of those things that I feel is unlikely. So i will intentionally buy a low grade weapon or armor and break it. Just to get the failure out of the way. Of course the last time I did that I wound up with a +12 Cursed Maingauche. Who knew? Intentionally breaking weapons is a false statement. You cannot effect probability tables in that fashion. But I do it as a personal idiosyncracy, i.e., a superstition. You can easily go from +0 to +18 successfully. I've seen it done. But by the same token, you can have 18 straight failures. Nothing you do can change that. It's luck, pure and simple.
So to those who want some type of advantage, find whatever (crackpot) approach that works for you; whatever makes you feel more confident about the attempt. But don't predicate your success or failure on that. You're not giving Dumb Luck enough credit. :)
