Does that mean that the SE uses 60 MP and recharge 60 MP???? Then there is no point in using the MP recharge for the SE it self, but mainly as a "MP transfer" to other characters.

Correct. That is what the skill is intended for. Nuker classes get a skill called "higher mana gain" which increases the amount of MP the nuker receives when you recharge him. E.g. my recharge skill costs (I think) 137mp and I recharge same level nukers for (I think) 219 mp. So you generate mp "from thin air" :)
Oh, and there ARE situations when you can recharge yourself and gain mp by doing so. For example, the new hot springs area can give players a buff/debuff which decreases mp usage. So the recharge skill costs less than the amount of mp it gives, and you can recharge yourself and gain mp by doing so. Also, when you have done the 3rd class change quest, you can "enchant" skills - it is possible to enchant the recharge skill to cost less mp.

No. BSpS just decreases cast time, which MAY be interesting when you have to recharge as much as possible in a short time, e.g. when doing raids (otherwise the nukers will run out of mp while you yourself are stilll at half mp, just because you could not recharge them fast enough).

Ok, so if I'm recharging mana for eg. a Scavanger then it's more like a MP transfer, because he does not have a "Higher Mana regen" skill. So I use 60 MP and he gains 60 MP?

Yep. When the other player does not have higher mana gain, it is pretty much a 1:1 mp transfer (same mp or 1 mp less). Also important is that the other player should not be more than about five levels higher, or you will get a penalty to the recharge (the recipient will receive less and less mp, and if the level is too high, you will eventually recharge for zero mp). Actually it is not really about "five levels higher", the important thing is the level you received the recharge skill compared to the level of the other player, but five levels higher is a good rule of thumb.
Usually the SE in a group buffs then sits while the other players are out kicking butt. When one of the players starts getting low on MP, and the re-buff cycle is still far away, the SE will throw a few MP recharges at the player so he/she can keep bashing away. Basically your sitting allows the rest of the party to fight longer before they have to sit.
Also handy if your in a party with a spoiler, as wen they run out of MP, no more spoils for a while, which equals less adena. If you happen to be friends with a crafter, this skill is also really helpful. Expecially if they are making shots for the clan, you act as a battery for the crafter, as crafting is a major MP drainer. For every 156 DSS I make, it sucks 40 MP. Now make a several thousand for a clan to go out with, and you can see they need as much help as possible.
