I'd suggest Orc Barracks for a while, that's were I hunted in my low 30s.

When I got I little higher I hunted the Breka Orcs just North of Giran until level 36-37.

And finally from there to 40 (I'm still 40 right now) I hunted on the south bank of the river north of Giran (killing Fettered Soul) , and at Hunter's Village (Killing Bugbears).
