I think they post the job openings on there mang.
Peronally I don't think it would be that great of a job, but that's just me. Play testing would prolly be alot more fun, but I imagine playing games in alpha and reporting bugs for money gets old after just a short while.

I think to be GM you first need :
1- to be mature (not acting like a child on forums/in game).
2- over 18 years old.
3- to be objective in your decisions.
4- having an experience in the video games.
