I really doubt it makes 1 arrow a pop. If you're thinking of the whole: Shining Arrow(1) thing, the 1 means it's 1 recipe(qty) and not the qty of arrows you can make each time you hit the craft button.
I dunno how many draconis bows are available, tho.
well take the whole server population
-2% for the melee and healer classes
divide by 2 to remove mage classes
then take away about 90%
thats how many ppl will want that bow ^^
About the room: the one next to the NPC w/ quest. It's full w/ 2x and 3x undeads. Fairly easy.
As for bow: Well, 76 level is a steep obstacle.
It was a trio: mystic muse/bishop/shilen saint. Because holy weapon worked w/ magic the mystic muse dealt sick amount of dmg w/ light vortex... (so emp3, zerk1, holy weapon): 2hits for 2x mobs, 3 hits for 3x. So killing speed was very high... but xp was not that good, imo :P. Still fun and a welcome change from the boring BS.

It was one of the Vampire Maestros that dropped it, right by the broken bookcase by Cursed Village, where the Maid of Lidia shows. Lionna server.
Also, I just typed what the recipe said when you click it. It said this:
Recipe: Shining Arrow 100% (1)
For Dwarfs Only. The recipe for a shining arrow. Requires Create Item Skill level 5. The success rate is 100%
