One-sided clan war

Can a clan that has declared war but not received a war declaration from the opposing clan still use all their skills on their opponent? ie if my clan declared war, could I go up and root them while they are white and fighting mobs like i can in 2 way war?

No, skills that require a flagged target cannot be used on a white player in a 1-way war. The only differance between normal pvp and a 1-way war is the amount of xp lost when you die.
