Tats:
1) +4int -4men
2) +4wit -4men
3) +4con -4 str, +1int -1 men, or +1 wit -1men
If you decide to get +5int or +5wit, it will probably be cheaper to get +2 and +3 tats instead of +4 and +1. Your first tat should be +int. The +wit tats are a must for pvp, but will slightly increase downtime for pve.
(Forgot Wep) Sps should never be without a shield so Homokulas/acumen at C grade is best. I used FP shield C grade and Doom for B grade. I shield block 50% of the time in PVE in Pvp its a bit lower but can and will save you life.
C grade Demon set (I still use demon set to xp)
B grade IMO its not worth bying unless u have the spare adena. Save up for NM or DC depending on how you want to set up your Sps at lvl 61.
My Tats In order of importance.
1. +4Int -4Men most important tat it gives you more Matk.
2. +4Con -4 Str u dont need str but hp is so low u need every bit you can get this tat could mean the difference between life or death.
3. +4Wit -4Men nukers always can use cast speed increase but you are already faster than all other nukers without tats so do this one last. This assumes you play PVE 90% of the time.
If you like to PVP most of the time then Matk and Cast speed is most important. If you PVP then you will want B grade armor Demon is great for pve but Pdef sucks when it comes to pvp.

C grade I got a homu sword. Just crystal craft a Dark Screamer and exchange it for homu...it is cheaper that way.
Also if you want to over enchant (OE) the homu get the Dark screamer and OE it. Every time I tried to OE a homu it broke at +4 but got the Dark screamer to +7 first try. Oh dont OE after you put acumen on the homu seems like the chance to OE gets even worse. But then again my OE luck is horrible can't tell you how much adena I have lost from trying to OE weps and armor.
If you prefer pure PvE (which I also feel is wise before level 52), just get a top C grade weapon. In PvE Matk is much more important than casting speed. If I were a spellsinger I'd get a top C weapon (instead of a Homu) and Demon Robes and then switch to a slightly more PvP oriented set after level 52.
- If you can't afford a highly enchanted acumen weapon, go for the strongest weapon instead.
- +1int -1 men instead of +4 con -4 str. Depending on your situation, it might bridge the gap between two and three shotting mobs.
At this point, you should only be worrying about PVE. I don't know how gimp SPS are with M atk is, but in any case you should be geared towards damage instead of cast speed. If you're pvping at this level, you're pretty much dead anyways, so don't sweat it.

Matk is very important. But only thing with higher Matk than homu is a staff thus no shield. In PVE with a shield I block about 50% of hits. Its well worth the traid off in Matk to have a sword and a shield vise a staff. With the extra speed most mobs are dead before they get close enough to hit you. If they do get close the shield will save your life.
Just remember all the stuff discussed here can and will help you. It all comes down to your play stile. I used a +5 homu/acum up to lvl 55 and could 2 shot all 1x white mobs I came accross. Archer mobs were the only problem but 8 out of 10 times my shield would block thier first shot and they were dead before the second.
