If you look around in Gludin, you can sometimes find them for sale. If not, you have to do the quest, which is available at lvl 15. If you come from the mainland, starting at 15 is ok, if your from one of the islands (ie Dwarf Village/Orc Village, Talking Island) best to wait until your lvl 19, and start doing your class change quest, as you have to go back to your homeland as first part of quest and kill a pile of mobs.
Then you have to go talk to 3 people in different towns. Not bad, but watch the dire wolves between Dion and Giran, they are aggro, and at lvl 15, your lunchmeat.
Last part of quest, is the worst. Make sure you find a walk thru guide on a lineage 2 fansite. You have to get 100% on a quiz of I beleive 10 questions regarding wolves. All multiple choice, but get 1 wrong and you have to run to Gludio, Dion, and Giran again.
Be warned though, wolf gear is expensive for a new player. It needs armor to be able to take hits, which will happen - but it will always be fragile. It needs weapon, to be worth while attempting to level. (It gains xp for the damage it does). But wolves are still cheaper, both in food and gear than hatchlings (little dragons, which you can eventually -at lvl 55- turn into striders, you can ride on).
It is best to level up a wolf as a tank or healer/buffer class. My wolf just hit lvl 45 this last weekend, and I work it on a Paladin most of the time.

^___^ I hope for a colar with a bell both for my SH and my Cougar. And cuddling! My cougar won´t cuddle with me when I sit. Cats are supposed to be all over you the momment your hand is near floor or when you sit. :( But cougar doesn´t cuddles and purrs. It's very sad. Can´t pet it either... T_T
