Im new to the game, Im a DE fighter, and have just reached lvl 10, ive run the quests from various npcs, i believe there critical quests, and im kinda stuck, where should i lvl at, where are all the quests

Look for people with the bright exclamation mark over their heads, and you can use The Library (http://www.lineage2.com/Knowledge/quest.html) to get yourself started.

As a newbie, simply moving further away from your starting village will slowly yield stronger monsters. Explore!
