Orc Barracks is usually devoid of other hunters, and has a pretty lucrative quest at your level. I have leveled many toons there from 25-33, however, I have never leveled a wiz, so someone who has may know an area where there are mobs that are weak to fire.
Cruma swamp .. ants start at level 24 and mob levels go up from there.
Ghost staff +0, no set bonus armor and no tats, i was 1 shotting the ants with dbsps as a human wizard at level 25. Levels come fast ... spent all the way through level 40 there.
another place weak to fire is ants nest, and the first rooms are pretty low level... those little grubs are very slow and easy to kite if need be :P for me, i liked it better because there was less running about. i tend to lag a lot in the cruma area and doing laps around the swamp doesnt help lol
I dont know what wep u have. When I was 26(reroll) I had a +3 demon fang. I hunted the lizards and spiders west of gludio. They are in groups and I could 1 shot most of the group with Flame strike just the group leader needed an aditional smack with my wep. That was unbuffed if you have access to empower you should be able to pull a train (no more than 20 mobs AOE nerf) and 1 shot the hole train with flame strike. Try it but be carefull good chance of dying but can get the xp back fast. Plus you can always use the extra sp.
