Yes, you have to buy them from other players. You only need the brighelmet and shield though. Buy other sets of gloves and boots that are obtainable from the stores.
The mobs that drop these items are all 40+ and unaccesable for low level characters.
Gloves and boots are irrelevant, only the helmet is needed for the set. There are better gloves/boots for less money. A complete brig may look nice, but the stuff is totally overpriced and not even top d-grade.
It may not be the top, but after you apply the bonuses of the full set, it pretty much becomes the best set. That said, the helmet is craft only, and the drop rate of mats needed to make it was low, well at least in C3, haven't checked those in C4 yet. After your D grade stuff, everything you get has to be crafted/dropped/upgraded by something, and some of the prices aren't very nice.

I thought it was overpriced too, until I went out farming for the brig helm designs. Went from 39 to almost 41 killing Karul Bugbears and didnt get a single brig helm design. (Though i did get 13 brig shield frags and a full brig shield)
all of these items are only drop or craft--only. so they are uber expencive.

Expensive for non-cheating d-grade. And irrelevant for d-grade levels.
My palus knight (lowest hp of all knights) has tanked many raid bosses in d-grade, even with parties without proper healers, without the brigandine set.
The brig set is in no way required for PvE. And PvP in d-grade is just $^&ing around. So with brig helm prices where they are, the set is just for ebayers and twinks.
