A few questions,
Do you need to be a certain level? If So, What level.
Where Do you go to do so?
What do you use? (ie: adena, Ancient Adena, SP, Scrolls of some sort.)
Basically have no idea how/when/where to enchant skills.

lvl 76, done with 3rd class change
High lvl trainer, usually aden +
takes SP and XP.
+1 took 400K xp and 400K sp for me
If u are enchanting from +0 to +1 takes a gaints secreats book
success on enchanting starts at 82% and goes down 2% per lvl.
aka
+0->+1 is 82% chance success
+1->+2 is 80% chance success etc etc

You need to be at least level 76 with more than 500k exp into the level and have completed the third class change to enchant a skill.
Where Do you go to do so?
If you still want to know after the first answer, then we need to know your race. Dark elves do it at hardin's.

The first level costs between 300 and 500k exp and sp and requires a quest item. It has a chance to fail.

And FYI you cannot delevel in your desire to OE your skills. On PTS, I took my 77 and 5% warlock into to boost up her queen the cat skill. Once I used up enough xp to be at 77 and <<1%, it refused to let me OE anymore, saying I didn't have enough xp to perform that action.

Go die by normal mean after this. Then you will have Level 76 + 95% or so. Which you can now burn for skill enchant perposes.
All in theory as I am no where near that level yet.
