I think Leto Lizardmen are at Plains of the Lizardmen (I can never remember which lizardmen are where) - close to Hardin's Academy.
You can find various Breka Orcs at Breka's Stronghold just outside of Giran.

Leto Lizardman OVERLORDS (it calls them chiefs but its supposed to be overlords) are in the northern part of the Plains of the Lizardmen.
And the Breka Orc Overlords are somewhere in the middle of Brekas Stronghold

yep, and there are Grandis all over the place between the river and Dragon Valley, to the east of the Death Pass road
Leave Hunter's Village by the road you'd take to Witch's Catacombs. I am not ingame atm so I can't tell you which side of the town that is. But it's the one where you'll need to cross a bridge. The Orcs, unless they've moved them, are on that road just hanging out. :)

LONG WAY: You can take the GK to Oren, then run from the town down the road (past all those overlords, etc). You will cross a bridge. At first left, follow the road until you start seeing lots of Grandis and Fettered Souls and Windsus. Hidden a bit is a GK for Hardin's teleport.
QUICK WAY: What everyone else said - teleport directly there. You can do it from Hunter's Village. I can't recall price.
Just an update, finished all my quests and dinged BD (!) and it was a real pain in the *** :> Thanks to all who helped lighten the stress of a newb trying to find the mobs in zones hes never been in o_O
Enchanted Monstereye, under the Ivory Tower, is the only mob that drops it.
It is level 41 and weak to arrows and wind attacks. It is also fast, aggro, and nukes, so make sure you have good mdef if you solo it. Your best bet would be to bring an archer or DE nuker.
