The number of clanhalls each town varies. Some towns don't have them at all, like Oren. Running costs are determined by the grade of the clan hall. Gludin's clanhalls are the cheapest, followed by dion, and Giran and Aden are about equal, both A grade halls.
You can check to see if any are up for auction at the local auctioneer, but as with many servers, the halls were likely mostly bought up by illegitimate players about 60 seconds into Chronicle 4. The price was elevated very quickly; a clan would need about 400 billion adena now to beat out these players, for the clanhall. Only a clan leader may bid on a clanhall auction.
There are three siegable clanhalls as well. Partisan Hideaway (Dion), Devastated Castle (Aden), and the Bandit Stronghold (northeast of the Ivory tower) are all siegable clanhalls. There are given times and dates when you can siege these, and without alliance help, I can tell you now it would be impossible to get.
On the Lionna server, we managed to get to Gustav, the npc king of Devastated Castle. Five minutes before the end, he still had 95% of his life. We were inching him down. It was worse than a raid boss...he was like a super boss. Devastated Castle on Lionna remains uninhabited.
Devastated castle is a difficult clan hall to take, but it was fun. Our alliance took it 2 weeks ago, and had our two week run with it. But this time around, only our alliance showed up to try to take it, and by ourselve we couldn't do it. We only had about 55 players show up, and it just wasn't enough. Especially when another clan kept waiting till we were engaged with the castle mobs and then running in behind us and attacking us. Can't wait to give it another try. :)
