Yes, only there were more low lvl players, so it was pocible to buy NG gear from them for less then store price. It's still is, but harder, try Gludin, Gludio, Doin first if you need those. You will be probably able to find some best NG wearpons for around 200k. If no then Giran will probably best place for you to buy those from NPC's.

Top NG gear at lvl 25 is ok, remember this was supposed to be team-game... maybe you're lucky to find someone with the same problems and set of mind. :p
Prices are slightly higher now due to taxes, but you can exchange weapons in shop for no loss. Still more expencive then buying from a player. At 19 I barrowed money finish my Bronze set. I had a short spear given to me by my clan leader.
Eventualy I made a dwarf but he didn't make much. Wasn't untill I figured out how to work the market that I had top gear and eventualy when the manor system came about I made a lot selling base mats for 10X there NPC value. Mainly ebayers trying to rush in to B grade.

Oh yes I remeber those days. I had a friend that helped me out as well with his old armor for me to wear.
Things are just way more easy compared to prelude.
As a newbie you can trade up your weapons with the shopkeeper instead of trying to sell your old item at a big loss.
The quest rewards have become much better. I remember getting only 2k for the fungi quest, nowadays it is 3500a. And the one time quests are even better. If you are playing a human or dwarf, get to the LE and De areas as soon as you hit hit level 12. You wont be dissapointed.
And the free soulshots and helaing potions, wish we had them in the old days.
