Ok, I know hunting Light/Dark blue and dark red mobs will give an XP/drop/spoil penalty, but do I also get an penalty for hunting Light red(purple) mobs?
You get a spoil penalty for farming dark red mobs. A spoil, xp/sp, drops, adena penalty for farming dark blue mobs. A xp/sp reduction for farming any mob lower level then your character, even if it's still white.

There is no spoil penalty. Spoil is a skill, like any skill the chance to effect higher level mobs may not be very good.
If you spoil a deep blue mob, the chance that it will sweep something goes down from when it was white. The chance to actually spoil a deep blue mobs goes up. The chance depends on your skill level vs the monster level.

I'm not sure that this is correct. I have noted that I get the same exp/sp from a mob when it is my level as I do when I gain a level or two and kill the same mob (and it is still white to me).
The experience penalty used to work like that in C1, now even greens give no experience/SP penalty. You will notice the drop when you go to light blues keenly.

Fortunately, you know wrong. No penalty for dark red, it's just terribly inefficient most of the time. At very low levels, though I tend to hunt entirely on dark reds...with no problems at all, normal drops and experience for each kill. That's solo, however--in a party you may see level-difference effects in the experience distribution...but that's not a penalty for monster level, just your low level relative to everyone else.
You're right about blues, though.
but do I also get an penalty for hunting Light red(purple) mobs?
Nope.
Spoil may in fact land less on higher-level monsters, but that's true of any skill/spell, it's not a spoil penalty.
I still think there's an XP penalty on dark reds...
As far as I have seen in solo no there isn't now if you are in a group killing those mobs the guys in the group that are higher level get a better amount of the xp then you so it may look like you are getting a penalty but its group design. If you want to know for sure solo a certain mob thats dark red then again three levels later when its light red once more in three levels when its white then again when its green and once mroe when its blue. If at anytime you got more xp when the mob went from Dark Red to blue then previously then ok there is a penalty! XP should always go down or stay the same on mobs as you level if it goes up then you were penalized before.
with the mentioned method to check make sure you are doing this with mobs that give stable amounts of xp. I have noticed certain mobs in places such as FOTD vary giving different amounts of xp each time. Yes its the same mob yes no one else has hit it, its a glitch or something designed into the game

I'll have to run the experiement and get specific numbers but the XP only made sense if there was a penalty for red mobs.

Some of the new mobs in C4 have different hit points, even though they have the same name and look identical. You might find 2x, 1x, and 1/2x versions of the same mob.
