Assuming you are not seeing many people and that is what you are asking...the truth must be hundreds and hundreds.
Except for very experienced players creating alternate characters (you can have up to five on your account)...there IS a smaller number of actual, real new players.
It makes the starter areas seem a bit sparse sometimes.
Once you move beyond that starter area you'll see a lot more players.
The server has very heavy use--some amount of which is related to actual players :)
9 chars per account. Well our alliance had over 200 on for the last antharas out of 300+ iirc it woudl be a reasonable assumption that Chaos and Mirage each are around 350 or so so for the 3 largest alliances that's 1000 players all conroled by someone.
I also know there are many many large, near full clans. That heavy status means somethign around 9 or 10k players on at that time. A decent number are the "alternative" players but once you get to dion you'll start seeing a lot of people.
Since the setting of the server traffic usually reads heavy, i'd say 5000+ at any given time, if you count the people that shouldn't be there. (you know who I mean)

when i say a few thousand i mean players who actualy play the game
as for bots....i wouldnt be surprised if there were a few thousand of those too. ranging from the L5's in elmore all the way to the small groups at beast farm
as for the server traffic...something wierd happened there because that went from normal to heavy in a span of a week...i havnt seen it at normal for a while even tho we were at "normal" for over a year and a half
