The Official site guid for castle seiges (http://www.lineage2.com/Knowledge/castle_2.html) states that the clan leader of a lvl 4 clan must earn the Seal of Ruler skill prior to taking a castle. Do you get that skill when your clan lvls up to lvl 4 or do you have to actually do something else to "earn" it?

You get the skill when your clan makes lvl 4.. it shows up on the same list with all your other skills. The one that allows you to plant a flag is also on there.
