Okay so I bought the game two days ago but still got some questions.
Is there ANY way to tell what lvl someone is? Like slash command or anything?
I cant get past lvl 5 cause ppl keep ganking me lol in the starting TOWN! Is bartz always like this? If so I think I need to find a safer/friendlier Server :(
Unfortunately, the only way to gauge another character is by the gear they are using. At the lower levels, you're going to get ganked by a lot of bored and/or malicious players.
PM Sabree in game, and she might be able to help you get your first 20 levels going. Once you get to the mainland (Dion area) you'll find that you won't get ganked quite as much.

Fortunately, it is not always like this but like in real-life, there are always some bored misfits who spend their time spoiling other peoples fun.
The greater part of the server population are good people to be around, but they have unfortunatly long outgrown the starter areas -returning there only for a short time to level another alternate character or help out- and you will get to know them (and their clans) after you reach higher levels easily.
For every newbie-killer in the starting area there are more people who will easily lend you a helping hand if you just ask them in a friendly way ;)
As far as I can say from leveling one of my alts at EV start area being pked "for the sick fun of it" has actually become much better since when I started in C2 btw, but Talking Island was always a rather hard place to start your life....

The warning signs?
1. A "friend" is asking for you weapon? WHY?
2. Your "friend" wants YOU to but your weapon on ANOTHER player.
3. Your "friend" suddenly lost his ability to speak in complete sentances and his ability to use proper grammer.
4. (best of all) your "friend" has a different name then he used to.
Just, for god sakes, remember. Dont trade something, unless you OK with losing it forever.
That's so weird, I've rerolled several noob chars and worked them up and haven't had any problem being ganked....
Best thing is to remove yourself from their hunting grounds and lay low. Don't afk... LOGOUT unless in a group. And read Pathwarden's post, lot of antiscam common sense things in there, but don't fall prey to it.
