I would bet almost anything that it has something to do with privacy laws. Funny part is the character is not the person in terms on the Eula and name scam but is in terms of a posted list when banned.
As mentioned in the forum policy (http://boards.lineage2.com/showflat.php?Cat=&Number=442966) announcement about discussing EULA violations, most threads that discuss botting are circular and unconstructive. But just because those threads aren't appropriate for the board, that doesn't mean that the issue isn't important or is ignored. We continue to investigate and ban players that violate the EULA and it remains a high priority.
