I'm pretty sure the answer will be "no", but i may have missed something, so...
Is there a way to surrender Skills to get the SP back ?
Now that my Dark Elf uses Duals, i dont need Power Strike anymore, so can i get rid of it and get the SP back, like we could do in SWG ? :)

Power strike's SP is negligible after lvl 28, lol. Why even bother worrying?
Well, it worked pretty good in Star Wars Galaxies (until they decided to change everything of course), but it was more RP-oriented than powerleveling-oriented :p
This way you could really customize your character the way you wanted, he was really living and evolving, could even change profession (there was no real "class" in SWG) and besides you wouldnt be stuck with a character you no longer wanted to play because of some mistakes you could have made earlier when you didnt know the game quite well...
But there was a limited amount of SP you could have, it wasnt dependant on how many mobs you killed, so you had to "play" with your total SP to choose your path, so yes, now i realize the SP system wasnt really the same so i dont think this could be applied to Lineage II :)
You'll soon start the realize that you'll be getting enough SP to max out all your skills anyway. The only classes that really have SP problems if they try to max out everything are orc mystics and sometimes necros, although even then they eventually have enough SP to get all skills.
After all, its more realistic-- would you character, in-game, "forget" how to use powerstrike? ;)
you'll have plenty of skill points coming so don't sweat it... I just blew through 8.5 millioni sp for my lvl 72 skills. And now I have a million and I'm only 8.85% into it.
The AP brings up a good point, people who die lots have no problem getting all of there skills. From 44-48 i didnt die and had not enough SP. And from 48-50 i havent died so far and its looking like i'll be short again. So just go die a few times it's good for everyone to have humility.
Just don't become like me and have nearly double the sp you need at skill lvl. When I hit 64 (if I ever hit it) I estimate I'll have somewhere between 7.5 and 8m sp when I only need 4.5m sp to get all my skills. I could go make my own lvl 4 clan and not worry about not getting skills at this point lol.
Oh and if paer, if you think necros tend to be short on sp then you know very little about the mishaps of cdling and how it leads to alot of quick deaths.
dieing as a ws is not an option
only reason i come even close to the lvling speed of other classes is i avoid death and pvp with a passion
still dont understand why nc penalizes ppl who play the game well
surely in a game where dieing has such a harsh penalty the person who lives the longest should be rewarded not *****ed because they cant afford esential skills
