The same situation here. I have purchaed the game online and created an account, but simply cannot download the client from the official site, despite numereous attempts on different times of day.
Frankly I'm quite disappointed that after paying for the game the seems not being able to provide me the client.
Downloading via fileplanet is not a viable alternative, as I would have to create an account there, which Is another 39,99 $ (cheapest Variant, "conveniently annually billed").

The top download links are, indeed, subscriber links. However, is you scroll down a bit you'll see a list of free links. You may have to get in line for a bit but they are there.
It looks like the fileplanet download might be bad for some reason. I went and got 2 different lineageii_ch4.zip files, and both are missing setup.exe. Says it's either broken or only part of a series of archive-files.
The fileplanet zip-file is corrupt. I had this problem at the release of Chronicle 4 already. Now that I tried to reinstall Lineage I had to learn that it is still the same corrupt archive. However - make sure you unzip it to a folder that is not located on your desktop. "Ignore" the corrupt files, install it and do a full check right after. It should work that way.
The NC ftp server is busy which leaves no real options to get a good working lineage II setup file online at the moment.
Since it is the pirate server players who block the ftp I would like to see that NC offers a download for logged in customers only to support those who pay and exclude those who steal.
I was using WinRAR 3.60 beta 1. It did not work with WinZip. I used the "repair" function, then the "extract to" option to extract it. From what I remember it had the problem with the cab2 file. It is way too large in my opinion.
However - if you manage to get some of the basic files installed you can at least patch the rest with the autoupdater. Make sure you use the autoupdate more than once - it does not allways patch all corrupt files.
But this is not really a solution here. NC has to do something about it. NC - please: Check the file on fileplanet and fix it! Lineage II is an online game - the client needs to be available online.
