Character Qs

New player here.

I have a question if someone could answer. I am in the Elf town. In the center near the tree there are 2 NPCs standing there. One is Newbie something other and the other, I forget the name. If you talk to the one guy, he gives you a listing of all the quests that are available for a certain level range. So, you know the guys I am talking about.

Well anyways, I will be standing at either one of these guys reading their texts and I see PCs come by them. The PCs do something, I don't know what it is. I see them have a glow about them for a few seconds, like they had just leveled or something. What is it that they are doing?

They are receiving New Player Bonuses (http://www.lineage2.com/guide/bonuses.html) If this if your first character on the server once you hit level 6 you can get them.
