Use ancient adena to buy them from the dusk/dawn priests, dependant on which side wins (usually dawn) For a large SP scroll, which gives 100,000SP it costs 480k AA, which is fairly expensive, you can of course get smaller scrolls, which give something like 5k SP and 50k SP, im not to sure tho, but they are alot cheaper.
If your character is lower level or you aren't a clan leader trying to make up SP that you use for clan advancement, there really is little point in using these, in my opinion.
The Ancient Adena can be well spent elsewhere and you will get enough SP for your skills eventually.

There are 1,000 SP (4,800 AA), 5,000 SP (24,000 AA) and 100,000 SP (480,000 AA) scrolls; roughly 5 AA per 1 SP.
Do you have to be a certain level to buy them? because i went to the dusk priestess and there is no store type of an aswer i can give her... maybe i am doing something wrong?
At lvl 20 there is no reason to buy them unless you are going to sell them. You should have all the SP you need for your skills. Granted you may not be able to get them all right away but you can get them without Sp scrolls. Also look at what you want to be. Depending on what class you go for, there are skills you won't want to waist sp on. After your second class change some skills will not increase and become to week to use. Do a little research on your charater and the class your going to become. This will help you manage sp much more eficientley.
