What % is enough?

Reading through another topic on another forum, I came across a post that raised a very interesting question for me. It was a mage nerf post. And I don't really want to start one here. But I do want to pose a question.

What % should debuffs land in your opinion?

Im sure melees would argue that hey land too much, and mages would argue that they land just enough. And Im sure some would even venture to say they don't land enough if the target is buffed.

But in your mind, for equal level, equal (unplussed, top grade) gear, and equal or no buffs. What % should debuffs land?

and should land rate be more dependant on wat spell it is? Should slow land as often as anchor? should silence land as often as sleep?

I'd like to hear what people believe is fair.
P atk decreases 70%
P def decreases 70%
M def decreases 60%
Sleep 60%
Root 60%
Poison 50%
Sting/Bleed 40%
Slow 30%
Paralize 5%
I think they should land about 50% unbuffed without shots, 75% unbuffed with SpS, 90% unbuffed with bsps, 10% buffed without shots, 25% buffed with SpS and 50% buffed with BSpS.

ETA: This is for what I consider debuffs, so stuff like hex, windshackle, curse: weak. Paralyse, sleep and root are in a different categoty and doubtlessly need more delicate handling.
I say everybody gets nerfed for one day. All attacks do 1 damage. Go go debuffs!

i really dont care that sleep has 99.9% land rate from an equal lvl unbuffed mage

what ****** me off is that an unbuffed mage 3 grade lvls below my jewlery grade useing sps can still land sleep at least 70% of the time

and slow should either fail more, be effected by agis or be cureable
sleep, nuke,sleep,nuke used to be the mage fighting stlye of choice but the second mages found out about slow its been game over ever since

EDIT: and 40% stun land rate on a mage 20 lvls lower unbuffed when it breaks in 2 hits max is rediculous :P
