I think range of level in Kain server is too much skewed to one side, (i.e. heaps of high lv players and only few low lv players).
Im lv 29 warrior who played this game for 1 month, yet I never had a good experience of mass-group party play. (I had parties, like 2-3 ppl, even those are only few times, short instant party).
Is whole server mean to be like this? or is it problem for Kain server? L2 is based on party plays, but I think it doesnt work like that when u r low lv.
Example, I heard many ppl go-to Turek orc barracks lv between mid-20 til early-30. Yes im 29, so I do go there. I rarely see people. As rarely as about 5 people inside the whole barracks.... (me, 3 people party which all belong to and controled by one player, 1 dead body.. something like this..)
Well, I dunno. Mayb game is gettin old and number of new coming players reduced? Is this best answer?
Mayb because Im playing L2 from non-America region, so there can be time differences. But nothing goes better even during peak time when server status become 'Heavy'. (Well, little bit more people, only a minor change).

If you are looking for parties, they usually form in the closest city. Unfortunately, the closest city to OB is Gludin, which does not have many folks. Gludio is worse, usually empty. The nearest populated city to where you are is Dion. Try looking for a party there. There are usually level 30 folks in Dion.
Dion is where it's at, trust me. You have Pilgrims and Heretics catacombs which are popular, plus Cruma swamp, execution grounds, the immediate area around Dion PLUS close range to many many raid bosses.
This game used to have TONS of parties at that level, orc barracks everyone was ksing and training and stuff lol but now they're higher lvl and don't like to waste time there. The rates are higher now also.
Just so you know, pre 20's you really shouldn't be worried too much about partying. This is so all those drops you get are yours, so that you can buy your D grade weapon. Not to mention there are noob quests for free gear and items pre 20's. So really before lvl 20 you won't find a group, unless you decided to reroll with a buddy.
Around lvl 30-32 is when you will start finding some better groups. Hell, on kain ppl are always looking for lvl 30-38 players to do raid bosses. That will be a big good party, and more fun than just killing singular mobs.
Don't worry, you will start seeing more life. The very early stages not to many people party...and people usually fly through them really fast. So anyway, belive me, by the time you hit 40 and finished your second class change, there will be LOADS of players. And you may even get into a clan, clan parties are the best parties!
