What stat affects MP regen?

Is there a stat that affects MP regen? If so, which one is it?

I've heard that Shilien Elders have better MP regen than Elven Elders. Is this true? Is it because of stat differences or something else?

And because of this, EEs have marginally better MP regen.

The impact is really barely noticable.

Yes, and the impact of -5ing MEN is barely noticeable, either. I always have to laugh when people tell me I "gimped" my character by putting -4 MEN +4 WIT tattoo on her. I once calculated it through (do not know whether it still is true at my current level), but it turned out that if you spend ALL your mp in one buff round, at the end the character with a -4 MEN tattoo will be able to cast one or two heals less. Over a period of twenty minutes.
