You can check your ping time on the server logon screen. That should tell you which one is going to be the least lagy for you.
Once you know what's the lowest ping, I'd go visit the server forums and take a look at the sticky at the top of each forum, there's a 'personality' post there that talks about the personality of the server.
Bartz is usually more heavily populated than other servers, but several of them are now.
Teon, Kain and Devianne don't seem to hang far behind Bartz in terms of population, although it's rarely ever negatively noticable on Dev.
If I were you, though, I'd decide my server on a few other things, including the market prices for mats (the higher the better if you're clever and ruthless :) ) and the manor status.
Erica, but you have to be GOOD to succeed on Erica. If you are new to the game, perhaps try one of the other, easy, servers for a while. Then reroll to Erica.

Well, I live in Boston and the server with the lowest ping is Hindemith.
Keep in mind, most of the new player areas will be a little "light" of people. But it has a decent population and good people.
I'm also on the east coast. What I have noticed is that Devianne usually has the lowest ping, but is heavy traffic sometimes. Gustin is usually like 1 number worse than Devianne as far as ping, but is almost always normal traffic. I play on both of them, and rarely if notice any lag at all. Then again, I'm on 4mbit cable.
