Is there a way to configure controls?

Either in game or perhaps through editing some .ini somewhere?
Editing ini files is a big no no.
Not sure exactly what you mean, but the answer is probably no.
What is it you want to do?

You know... configure controls. Set which button does what. Something which is usually done from the system/options menu in most games that use buttons and are therefore naturally programmed to allow players to set which buttons/joysticks do what. Occasionally a less-than-user-friendly game will force you to change the controls by manually editing an .ini (or not at all as the case may be). I didn't see the option anywhere in game, but I may have missed it somewhere...

Mostly I want to set the camera controls properly on my right analog stick. Currently pushing up/down on my right joystick moves the camera left/right, and left/right on the joystick moves the camera up/down. Were it a simple button issue I would use my controller's config program to change the button settings as appropriate.
There's no way to do it AFAIK - and I'm not sure the game even supports joystick play, period. AFAIK supported hardware range is limited to gamepads, mice and keyboards, but I may be wrong.

It's a dual analog controller - hence, two joysticks and a gamepad. The game uses the gamepad to cycle through hotkey menus, the left joystick for movement, and the right joystick for the camera. So, yeah, it recognizes joysticks to some extent at least. The only problem is that on the right joystick (for whatever reason) left is up, up is right, right is down, and down is left. This makes controlling the camera exceedingly strange.
just turn that joystick 90 degrees and problem solved ^^

That would either require pulling the controller apart and trying to jury-rig the right joystick to work 90 degrees askew, or holding the controller sideways and coping with a number of other ergonomical nightmares.
That sounds like a bug. You might want to consider reporting it through the support site. :) Lemme whip out my gamepad, I'll see if I can reproduce it myself.

edit: Looks like that test will have to wait until tomorrow for my batteries to recharge. :D

If it's a bug it must be with the controller. When I configure the camera controls in CoH/CoV, pushing left on the right joystick for Zoom Out labels it as "Joystick Up."

Perhaps I should try it with my XBOX 360 controller...
Batteries have recharged, and now I'm testing it. First impression: this would be really cool, if my screen wasn't spinning in circles. Endlessly. Without stopping.
Maybe you can try to play with setup program for your pad and reverse axis for plying this game only? :D just a thought.

Just curious how do you play the game with pad ... one hand on F keys on keyboard, second hand on mouse for clicking/targeting/selecting, third hand for ... for ... wait, there must be something weird ...

Sorry, I am keyboard+mouse setup PC gamer, I would like to know how is it to play with gamepad game like L2. Never had one of those things to try that, I stick to Nostromo N52. How do you map all 12 F keys to joystick for example? Or do you use that "square" setup with 4 buttons only?
Now, I don't want to sound like an expert here, but I have played with it a little bit, and this is what i've found out. The way it works is you use the 4 main buttons for F1-F4, left trigger button brings up F5-8, and the right trigger brings up F9-12. You cycle through the bars with the D pad. My #5 and #6 buttons target nearby people. #9 and #10 keys bring up inventory and stats, while #12 is force-do-something. I'd really rather have that be #11, since my gamepad only goes up to 11, and #11 is a toggle button (I could toggle on force attack...yummy!)

I've centered my joysticks and calibrated everything, and yet, I still get a constant spinning the second I enable the gamepad. :(

Well, even with my limited testing, I can confirm that this is what happens on mine as well...other than the infinate spinning which is making me sick. I push the stick left and right and it goes up and down. Windows recognizes the "left" and "right" of my right joystick as the Z axis of the joystick, and "Up/down" as the throttle. Moving my Z axis causes my camera to go up and down, while my throttle (I'm assuming) would make me turn left/right. That's clearly backwards.

Interesting. I've sent something off to support. It will likely be summarily ignored, or I'll get some reply telling me to click "Enable Gamepad" in the game's option menu despite the fact that I clearly outlined the problem and that could not possibly be the solution.
