Open up the game. At the login screen I believe there is a button that says "replay" or something like that. Press it and it will let you see what is in your replay folder.
Something like this. Essentially you access them when the game starts up but not while you are ingame.
The replay files have to be in your replay folder though. I believe it's c:\program files\lineag II\replays by default. That's where you put them if you are watching one from someone else. If you want to watch the ones you created, then just do what was mentioned by Sovrath.

Also, an interesting thing about the replay files is that you can alter the perspective. Essentially, the camera is on the player's toon so you can zoom out, in, move the camera around to see everything.
It's really very neat. except that you can't see player names.
