I agree with the OP. After nearly 2 years in Teon, there are times that I wish NCSoft would consider opening a brand new European server. And given the blow-up Teon has had in these last few months, they really can't go wrong. I am sure to jump there, if it ever happens ;)
But the problem is, when is what we have enough? There is a difference between "Servers are full and we can't log in" to "Everyone is higher lvl and I want to start fresh."
Especially in a game that is slated to be around for many more years.
It just doesn't seem to make sense to create new servers everytime someone wants to start fresh. Because then theoretically, we will always be starting new servers regardless of capacity.
In games like this you are always going to be running up against higher lvls.
The problem is that this is a higher lvl/higher gear game. And only players who are very competitive or have a lot of time will feel like they are "making headway".
And though we get new players, it's not a ton of new players. So does that mean that we will have all these servers but all with low populations?

Valid points, all of them. But... New players (or rerolls for that matter, can't be sure which) are popping up in starter towns steadily. And Teon (where I play, can't speak of the other servers) is "Heavy" 24/7. Lag is a thing coming back to haunt us. So it won't be long before we won't even be able to login (happened in the past but is scarse at the moment, true). So, it's not only higher lvls... it's server population that's (or is gonna soon be) the problem.
By the way, a European alternate rules serer would a sight for sore eyes... But I can't keep my hopes up... They can't even come up with a mildly entertaining event but they'll sit down to rethink the whole game concept? I doubt it...
Don't we already have a game concept! A new server would be nice to start over on and reduce congestion. The last couple times I have logged on, I've seen a ping but to the left of that there is no server name, what's that about?
You do know, that the same thing is going to happen with a new server? There will always be power-players, who have more time, and play more than casual players (you seem to be in this category), who will again be among the lower levels (whatever that may be. Currently 60 is "lower level").

hmmm.... seems... nice... and by the way, I am in no way what you'd call "a casual player" either. A (forced) casual play server will work out very nice I think... It could put a strain on farmers as well, as long as it is implemented right.

I didn't mean it as being wrong, I was trying to point that I would very much like a new server although I am not a casual player... So the problem is not the high lvl people. I don't think it ever was.
I would LOVE a forced casual server. Can you imagine how easy it would be to screw the farmers over? They wouldnt be able to farm raid bosses as easily, thier hunting spots would be camped by real players who would fight more often to take them since they have limited time to play(Im not searching for a new spot, which wastes time when I can just pwn the farmer right out of an area). You could easily set them back a few days with one simple train(if they lose any gear).
I think if they make a new server it should be for NA (asian siege times) Say like for Aussies and Singapore and all of us who live on this side of the international date line.
And no, I can not play on the Korean, Japan, Chinese, and Taiwanese servers because I do not have a ID for any of those countries. And can not read any of them either.
