Got to be gambling laws. To hard to get it right internationally. Thats why most contests open to the US aren't open to others.
As for Rhode Island, I know the largest casino chip counterfeiter came from there and they had no laws at the time to prosecute him. I know they made laws just to make is operation illegal. So maybe the screwed your event up at the same time.

Territories are the same as commonwealth. No federal tax, no vote on presidential elections. But if you move to a state you are full citizen of the US. We also have a small island in the Philippines. But it's mostly sweat shops under American flags there. Since the Feds don't watch there.

Basically, it's like this, for most states out there, you can apply a General set of guidlines on any given Contest/Giveaway, and everyone is happy.
For RI, you have to custom tailor it specifically to RI, which is to say too much hassle for most companies/organizations, so they simply say Screw RI, and Every state can participate in this ....... contest Except RI.

However, if I would have a chance to get something, instead of paying, then my eligibility is suddenly not enough anymore.
Apart from all the law stuff which probably is involved with this, I can only say, that such an event is basically a slap in the face of everyone, who is excluded.
For the rest of the world that's a tough one, cause you have to have one for each country, EU may be a bit different, after all it is a union, but I'm just guessing here. :p
Especially such rewards as a GTC could very easily be handled without any borders or state or country affairs.
Obviously Apple is sponsoring the event with the main prize being iPods, which I admit are hard to send via E-Mail.
Here in europe, we usually have a clarification in all kind of events, where you can win anything, stating that you cannot take legal action about any part of the event and that the whole event abides ONLY the legal rules of the state, the host of the event is in. By joining the event you need to sign a kind of EULA, in which you state, that you agree to these rules.
Why that is not possible in such an event, remains unknown to me. I am pretty sure, that any potential winners out of USA would be willing to take the shipping cost and taxes, should there be any.
And i think european people should go to hell right ???? o_O

Becareful NCSoft, players stay on this game only for your PvP. If we find an other game with the same system, the choice will be very simple if the society just take care of his customers more than you...

I don't think NCsoft actually pays for the ipods. So it's not payed for with our money.
I don't feel treated equally either, but I now understand why they won't make this contest avalable to non-americans. I do think it's a bit silly, that it can't work though.

Imo, NCsoft are blind to the potensial market there is in Europe, and do not bother with making this event a NA/Euro event.. Its kinda stupid thought, the MMO market is big in europe. Take Norway where I live as an example, I know for a fact that there are over 500,000 mmo players in norway (poll result, over 500,000 individual votes saying "yes, I play 1 or more mmo games). On The Gathering 2005 (yearly lan in norway with over 5000 people), the most played game was World of Warcraft, and I know many of them would probably look for other mmos as well to keep them busy, Lineage II could be an excellent choice.
Whilst I could be bombaded with WoW advertising even at the cinema!!!, I am yet to see a L2 box/timecard in the game stores :o
So as someone has said earlier: all we europeans who happened to discover L2 by chance/friends/other, all we are good for is paying. We dont even get support for our language in this game :p
