Alt+shift is a windowsfeature that allows ya to change between languages. If ya got more than 1 language installed on ur computer u should see the countryletters in ur taskbar (EN for english, DE for german for example). This way u can quickly change keyboard-layouts.
If i use alt+shift ingame, there also apears a "red A" beside the textbar, and my system changes from german to english input (on a german keyboard Z is between T and U, Y is left to the X, english is vice versa).

The function serves a _big_ point. I cant type jack with an american keyboard setting as it has letter and stuff like / = []\? in a different key combo.
Yes, its usefull. Like i said, german keyboards trade the letter Z and Y vice versa. And the 'feature' is not a lineage client feature, its a MS Windows based feature, and its *not* active with just one installed language. All people that installed 2 or more languages need the hotkey, maybe not for l2, but its better to have it or not? (another example, germany uses shift+8 and shift+9 for ( ), isnt englishsetup shift+9 and shift+0?)
