I have a bunch of questions to fire at everyone...

In Character Status window, what is CP and the bag icon (below CP) represent?

Once I leave my newbie town, is there a way to get back to it?

Is there an easier way to find quests my level, without going to each npc each time I level up?

Check the Combat points system (http://www.lineage2.com/Knowledge/cp.html) link under The Library on the left menu.
The bag icon represents your ability to carry stuff. [Current weight of all stuff / Max weight]
Note: If your weight exceeds 50% you will suffer from a penalty.
I think it goes like this:
50% -66% Hp and Mp regen slower
66%-80% Hp and Mp regen slower and slow running speed
80% -> Hp and Mp regen much slower and very slow running speed

Yes, you can either run back or teleport. Starter villages are always open for any level characters.

Talk to the newbie guide in the village. Ask him for help and there is an option about quest.
Thanks, these answers help alot. :)
Also, but I believe this may be restricted to higher level towns, talk to the Adventurer Guild's member. They have a listing of all the quests (although it's unwieldy).

Remember that when an NPC turns you down for a quest, he will list the restrictions at the end of the dialogue rejecting you - take note of these and don't come back until you fulfill them! If it just says "I currently have not ask for you", the NPC doesn't start but only continue a quest. :p
Also, is there a way to reset SP/skills? So I can purchase them again in the order I'd like?

Also, how do I know a target is safe to attack? Since there are no levels shown, and my eyesight isnt real good, how can i tell the difference between cons? What are the con system colors?
No, there is no way to reset SP - but you will eventually get to a point where you have it spare. Simply expect not to be able to buy all the skills right when you level into a new skill bracket, and get the most important ones first.

The CON system is fairly intuitive - the "bluer", the more safe, the "redder" the more dangerous. Deep blue will give hardly any drops or experience but is basically a walk in the park - don't bother fighting them. Light blue will give decreased rewards in experience and be very easy - especially for evasion classes. There's an arguement as to whether or not drops are lower from light blue, which never seems to go anywhere. Green is pretty much the ideal mob: You receive full experience for killing them, and they're fairly easy.White is around your level - it's OK for killing solo if you're strong enough. Yellow is green, except the other way around: Good for parties who need tougher targets, but not that great for solo under most circumstances. Light red and red are high above you, and you should avoid them unelss you're very sure of what you're doing or are with friends. :p
About the New Player Bonuses...

if I delete all my characters from the server, will I get a chance to establisth a new character with the bonuses? or is it a one time shot at it?

now that ive been playing for a week, i'd like to change characters.
The first char that went over lvl 6 will be the only one that gets the newbie buffs.
Even if you delete all you won't get new buffs. (I'd assume, not entirely sure)

This is of course server specific so if you start a new toon on a server you did not have a toon yet, it gets the newbie buff once it's over lvl 6.

I have a witness :) Even though it might be a bug, the person got no bonuses even after he deleted his toon and started from scratch
