Firs a little introduction... :)
I've been playing L2 for some days now. I'm a Elven Mystic, level 17 halfway to 18, playing on Teon.
My question is... What else can I do besides killing mobs all the time? Quests are very few and between, and killing the same mob over and over again can be a little boring...
Joining a Clan could be a good thing, but I don't think that there are Clans recruiting lowbies such as myself... :)

This game is very heavy in PvP. That's where the fun starts. But you need to PvE to get strong(er).

You'd be surprised how many people will take you in and how many won't.
Some clans won't take you untill you're a certain level. There is a reason for that. It's called the Re-Roll syndrom.
If you're brand spanking new to the game, what are the chances to say that your current Elven Mistyc will be the ONE who'll you'll take to A grade and higher? Very few. No one blames you(newbies) for this. You make a toon, you end up hating it, so you reroll into something that you do like and will make your Main.
Other than that - you can roleplay (well, probobably not on Teon) or make friends, or raid (another form of grinding unto itself), or PvP some other lowbies (unlikely). You could, of course, also make your own clan, which can present a very nice foundation for raiding. :p
As for grinding change: It changes if you go ES, drastically. It stays the same if you go spellsinger. It gets so much different and so much worse if you go EE. xD
...or you can explore, become a businessperson and play the economy, try to be rich, try to be powerful, try to wear the prettiest outfits, try to have the most friends, try to make people laugh, try to make people cry....in other words you can set most any goal in L2 that you can in rl. Have Fun!
First--welcome to game!
Second--as others have said, grinding IS L2 (pvp IS L2, being poorer than you want to be IS L2, dropping stuff when you die IS L2) :)
The worst levels for me were the 15-20's on toons (I have a couple try-out alts still hung there cause I don't like that range very much).
Kill the mobs, do local quests, earn adena, don't spam soulshot (expensive)--look around and learn the area.
Cause you're close to a couple of changes in game play. Somewhere around lvl 20-22 (not very much game time from where you are) you can get picked up for lowbie raid groups--that will provide a diversion and level you quickly too (it won't probably get you very much adena though so don't expect it too). It's a new challenge and a unique group play style is needed that can be a lot of fun. It's also a great way to meet other players and interact!!! Surprising what you learn about folks while raiding with them...hehe.
Your class change quest is just ahead as well--it won't necessarily be "fun" but it will be different than the grinding you are doing now!
Clan's have advantages but only if it's a clan that SUITS you. You have a greater chance, even if you find a clan, of being too new in game to choose correctly, to be honest.
In your situation I would wait.
I have an unclanned warsmith on Lionna because I enlisted too quickly--that clan just dissolved this week!
If you HATE grinding--this game will sort of suck for you. If you just haven't settled into grinding yet there are some things you can do to make it less boring!!!! Remember that each couple levels you have to go to new hunting area--with new mobs. I like to see how efficiently I can clear the zone--using manuever, chosing aggros in a good sequence, combining and learning my special skills sequence that kills best, etc. In short, since you are going to play your toon anyway--study what REALLY works best.
This approach to game doesn't eliminate grinding hate but it can be a bit diverting and entertaining while you grind.

The thing is that I wish I could just skip to the PvP (it's silly, I know... :P)...
