When I try to sell more than 3 items, I am not allowed, yet other characters can. What skill anfd lvl do I need to be able to sell more than 3? I have over 20 spellbooks to get rid of

Dwarfs can sell 4 items at a time. Humans can sell 3 items.
You can upgrade to more selling slots though getting skills at the fisihing NPC

Where do I buy the levels to allow me to increase my sales?

Bring Proof of Catch (I think 10,000 each lvl) to the Fishermans Guild NPC, and ask him to teach you to fish.
