party maching

hi, i just found out that there is option in party maching window witch allow 12 ppl in party but i cant figure how to do this, i always get stuck at 9, im using this window and number of ppl in party is 9/12, any ideas how to deal with this ?

12 people can be in the channel. Only 9 people can be in the party.
