40+ and 2nd class change made is fine for tats. Depends what you want really :p
Would you like to max out your tanking abilities, boost your STR and CON and lessen your DEX (imo that's the logical route to go and max out your char's specs)
If you get a lot of groups and you are the tank (being a DA you probably would be) you should go +CON. I guess if you never tank for groups it would take forever for you to kill.....so I guess go +STR, or maybe reroll a DD :p

Well with the way it SEEMS in C4 group wise, they dont want tanks, we get suplimented with DD class's. But after reading some of C5 it seems that were going to be back in teh saddle tanking wise and with the agro changes in PvP. So i would be wanting to gear towards tanking type tats.

(btw DA is not that good at ABG due to lack of 360° block).
Also extremly unlikely you will ever tank high lvl RB,so you have con -8con easily (+dex helps block, so it not that bad).

There are areas where you do need a tank.
tell me one lol, sofar i only seen this group in new ally
sws+bd+proph+se+sum dd+me (bh), and just storm the room, clear it, and next...no deads on them, one of me cus i kinda accidently agroed the entire room, but had fun keepin them of the group :)
I actually like playing with a tank....me being a DD and pulling agro because of damage output, it is nice when somebody in the group has hate. With -10 CON, I really can't be holding too many mobs on me at once :p
raidboss i guess, havent been to forge of teh gods yet in here, but never bothered with a tank on test server either to much, 1-2 groups well organised peeps usually did the trick just fine
and beastly just try vr4...and ya will never look back...specially not with the buffs i get T_T, out pattk the daggers in the group easy.... they just got a tad higher attackspeed as me (300/400 orso) but no biggie :)
