Clan Dismiss - penalty if lvl0?

Yesterday I've made a clan, but i made small mistake in clan name :/ Is it any other way to change the name than dismiss the clan and make new one?
And if I dismiss the clan I will get penalty (exp penalty and 7 day unable to make new one) even if clan have lvl0?

I think you'll still have the 7 day penalty.

I had one on an alt and dismissed it. I did have the time penalty - don't remember if it was 7 or 10 days though. I believe I also had an equivalent of 1 death xp loss. But that was a while ago (over a year perhaps) and things may have changed. I never leveled the clan - so yes - it would have been level 0.
