I've witnessed people first hand complete the quest in party without even touching the monster. How is this description even possible for people who play healers or even melees who do no damage to the raid bosses? Must I honostly wait another week or more just to finish this quest?
Statics says it a party quest, with you needing to be in the party that gets the last hit. The screenshot you gave us has a single-player image tho (on the right side of the blue line with the name of the quest) so that says it is a solo quest.
I would just kill that dude a few times in party and see if he coughs up the quest item as it may not be a 100% drop.
If you need to 'solo' him, you still need your friends. Have a tank pull aggro, then, when his health is low, have nukers poison, flame strike, and/or decay him (spells that take all his HP, but DO NOT kill him.) You keep hitting him with what ever staff/blunt/sword you have while this is going on. If his health is at 1 HP from the DoT's, you only need 1 damage to kill him.
Well, you definitely do not need to SOLO the boss at the end, it really is the party who does the last hit which counts. I have done that boss with two people on the noblesse quest in party, and we timed it so that this party got the last hit, and both got the item. And it is kind of impossible that both players got last hit on one and the same boss :)
I do not know if you actually have to do damage to the boss (both were nukers, so they did), but in the end it definitely is being in the last hit party which counts.
Take care that you do not buff the tank with a reflect damage buff, or it might be that the tank party gets the last hit (when the boss hits the tank and then receives damage from him).

Right, so this GM just pretty much lied straight to me.
I can understand your frustration, but hell I manage quests on stratics and I can't remember the details of half of them, I've done the noblesse quest on 5 characters and couldn't tell you all the steps (except the creepy dwarfgirl/big male orc perversion)
I don't think GM's should really deal with quest bugs, it should be escalated to support that takes care of it, cuts down on the errors.
Can't really call it a lie if they don't know better - it does still suck though.
When you state something as if it were a fact (especially if you do it in a "well duh!" way like the GM did), when in reality it is not a fact, you are lying by implication.
A GM making an official response is, in effect, saying "I'm a GM and I know this to be true"...if it is not true, he is a liar.
Either way, it's not a matter of semantics - I don't even know if it would be worse if they were lying purposefully or just didn't know and said it anyway.
Yes, of course long-time players of L2 are already disillusioned and know that it is better to ask your gameplay questions on a forum instead of petitioning (sad but true), but seriously - is it that hard for a GM to say "I don't know, I have to ask somebody else about that, I will send you a message when I know more"?
A GM should only answer a gameplay question when he is 100% sure that his information is correct. There is nothing wrong with saying "I don't know" and asking a high GM or dev. It is 100 times better than giving wrong information and wasting a player's time by making him do action X when instead he should have done Y.
