I recently made a Dwarf and am now 20.5. I started the Scavenger quest at level 19 with 10% into level. Now I did what others have done in the past. Sit at one spot and wait.
Well, I went to the north coast area and sat at the Island. I sat and sat for several hours. Some people would log on and off seeing if he was up, which he wasn't. I didn't take my eyes off the screen for several realtime hours. Least no more then a few 1 minute periods to use restroom or take a stretch.
After 8 grueling hours, again this is realtime not gametime hours, he never appeared. As I have read in other forums he is suppose to move from place to place every 10 minutes. Which I found out this is correct, under certain circumstances (will explain later). So I opened up the petition option and was going to report it. Low and behold, there was already a premade petition with GM comments already stated. They said that this guy does what he is suppose to do and that a GM is not allowed to disclose his location. They can only confirm that he is indeed somewhere.
So after waiting a long time, soloing in the area and keeping a close eye for him to spawn, I actually read the current task again, paying close attention to everything I could.
I went to the bottom of abandon cave, killed there for at least an hour or so. He never spawned there either. I then ran over to mith mines (north side) and killed a few mobs at the entrance. He never spawned there either. I went back to the Island, he wasn't there either.
Then it dawned on me. Maybe I am doing it wrong or something. I SoE'ed back to town. I opened the quest window and glanced over at the locations where the guy is said be. So I decided to do these in order in which they were listed. I grabbed 3 SoE's and three Run potions and went and talked to the Gate Keeper.
I took the Teleport to North Coast. I ran straight to the Abandon Caves. Got to the caves (north entrance) and went down to the bottom of the spiral ramp. He wasn't there. I immediately used SoE and returned to town. I then immediately used the Gate Keeper and ported back to North Coast. I ran directly to the north entrance of Mith Mines. Guess what? He was right there at the entrance to the Mine.
I got the quest for the bears. I SoE'ed back to town and took the Gate Keeper again to North Coast. Went to where the Marker is on map and killed the Bears.
If you are going to use this as sort of a guide, you will have to kill 25 bears, then a Quest Monster "Honey Bear" will spawn right next to you. It will not attack you until you attack it, so don't worry about that. You have to use Spoil on the bear before you kill it. Regardless if the Spoil was accepted or not, as long as you casted it at least once. So you will have to kill 25 bears for every 1 "honey bear". Essentially 125 bears and then the 5 "honey bears".
Once you kill these and collect all five "Honey Jars", I found it was faster to just SoE back to town. Take the Gate Keeper to North Coast. Then run the 3 locations again, like I stated above.
First, from North Coast port spot, run to the Abandon Caves (north side) and follow the spiral ramp to the bottom. If he is there, great. If not, SoE out immediately. Take the Gate Keeper again and port to North Coast. Run straight to the North Entrance of Mith Mines. If he is there, great. If not, take and SoE again to town. Take the Gate Keeper again to North Coast. Run directly to the Island. I can almost guarantee if you didn't find him at the other 2 locations, he will be there on the Island.
Remember though, that you have to go to each location in rapid succession. Don't stop to kill an mob. Don't kill a mob when you get to the locations. Just immediately SoE to town and go to the next location. Go to the locations in order as they appear on your Quest Window. Abandon Caves followed by Mith Mines followed by the Island.
In my case, after I finished the bears, he was on the Island. Which was very nice for me. Since his next quest was to kill the Hunter and Plunger Tarauntulas' in the area. Collect the Legs and then you have to return to him. Luckily as well, I had killed all the Spiders I needed and made it back to him before he had teleported away.
Needless to say, the above steps that I did, finding him, killing bears, finding him, killing spiders and finding him again using how I mentioned above as a guide only took me about an hour or 2 tops. That includes the killing of the bears and spiders as well.
It sucks that I wasted that 8 hours sitting at the one spot to find out how easy it could have been and was.
I would like someone to try this guide so to speak and see how it works for you. Please post here when you are done on your results so everyone else can benefit from my misfortunes.

Anyways guys, I hope this somehow helps others in that they do not have to sit in 1 location for 8 game hours straight for no reason. At least for me I did solo in the area around the Island and made a level and a half killing in the area. So when I was complete with the quest, I was already 20.5.

Toma appears to be random. If he seems to appear more when you stand on your head and sing opera, that's great and all, but I don't think it's really helping.
He appears in the same location for multiple people. This casts severe doubt on the idea that he picks a location based on where you are, since he'll also be in that location for me even if I didn't go to same one you did the first time.
I also had several instances where he was in the first place I looked.
I also had an instance where he stayed in the same spot for at least a half an hour, even when I was leaving and coming back to him for seperate parts of the quest.
I also had one instance where I checked all three locations in rapid succession and didn't see him at all--he had apparently changed from #2 or #3 back to #1 after I left #1 myself, as I found him there when I returned from #3.
I think Toma is much more simple than you're making him out to be. He has three possible locations. He'll pick a new one at a set interval, probably around 20 minutes. Nothing you do appears to influence where he will be next.
Tomas location is completely random between the 3 locations. So every interval he will respawn randomly at any of the 3 spots including the one he is currently at. That is how he can stay at one location for over an hour. Or switch between two locations that happen to not be the one you are at currently.

See when I posted the long post above, I sat at one location for 8 realtime hours straight. Now speculate that he will randomly spawn at one of 3 locations every 20 minutes. That would mean that for 24+ consecutive times, he never spawned at that 1 location. If he was random, you would expect him to spawn at 1 location 8 times during that 8 hour period, or 33%.
Using the steps I provided above, I saw him immediately after reaching the second spawn spot, after leaving the first. And saw him immediately at the 3rd spot, immediately after leaving the second spawn point.
It could have been a total random chance that it just happened the way it did. But it did happen this way a lot faster then sitting at one spot for 8 hours.
I've made 2 scavengers and 1 warsmith. I have never had any trouble finding Toma. If your having trouble - you must either be a) looking at the wrong place or b) not tackling how to find him the right way.
Just place a character at 2 of his different port spots (I do the northern island and north of mithril mines).
Log on each character. If he isn't there he's at the other spot.

The explanation I gave is exactly how it is. Random in L2 is quite an interresting subject and anybody who tries to craft 60% recipes knows exactly how ridiculous "Chance" can be in this game. I do not recommend sitting in one location waiting for him to spawn there. It is very interactive. I recomend making a couple lvl1 dwarfs and walking them out to at least one location so you can easily log in and check if he is there or somewhere else.
Personally I have 2 dwarfs set at the Island and Entrance to Mithril Mines so I can look for myself of clan memebers that are on the quest. If he's not at either then he's at the last possible spot.
Also, (and i'm not sure if this actually works or not, but it seems to) I keep a chat window up with Toma when I do find his location to sort of nail him to that location. He seems to stay when someone is talking to him. He's elusive but polite none-the-less.

How do you open a chat window with him O.o
He probably means if you catch him, you let the quest tab open where he gives you some task or tells you a story...Im not really buying that, but I guess it works for him.

I'm not sure if that would help, but on the other hand, has anyone ever had him vanish while you were mid-conversation?
