SoWD w/ SA Silence..?

Whats the deal with this weapon? I heard it can silence a
non-flagged player by simply hiting the target with, for instance,
level 3 windstrike. Stratics says its a 10% chance of silence
landing. Is this true? And does the silence last 2 minutes
like a normal silence spell?

When a farmer crew is in my spot, maybe this is an easy
karma-free way to make them understand the value of
moving along. Any thoughts/experiences?

10% land rate means 10% chance that a toon can get silenced if the attack was successful in the first place. 1 dmage failed attacks dont count, and if youre gonna hit a toon with it, better make **** sure they dont resist it using mental shields or aegii.

just make a SH and get the silence skill. works a lot better but still suxorz
Sadly, because they are not flagged, I can't cast silence on them.

I do wonder if mental defense buffs will apply to the chance of
SA silence landing on the target. I found this description (original source unkown):

***Magic Silence: When using harmful magic on a target, it will silence the target with a fixed probability. ***

Fixed probability? I'd like to hear from someone that has tried it, if you are out there.
I tested the Paralyze SA on the homonculus a while back. The 10% chance for silence (5% for the paralyze sword I had) is the chance that it attempts to silence/paralyze. I had a 6X SH use the paralyze SA sword. Even for her, the paralyze was not landing at all on mobs when it did attempt it. Players have better mdef than mobs usually, so I'd expect that in PvP these SA's are basically worthless. Certainly in the arena I never paralyzed anyone but my level 20 artisan with no jewelry (and even that failed once). And in order to get the SA to fire twice, I used my entire mana casting sleep (lvl 60 EE at the time).
Summoners (http://www.l2pets.com/forums.php) often have too much time on their hands and very few weapon restraints, resulting in tests about really weird subjects: Such as rarely used SAs (http://l2pets.com/forums/viewtopic.php?t=1625).

Failed spells do count, and the SA triggers with a 10% chance, and then has to try landing. Unless you are trying to grief bots with it, it is not worthwhile.
Don't be too quick judge, I've silenced few ppl in Siege with my old soulfire Dirk.. I now only need to see what will happen using the SOWD and its lvl3 silence. (http://img50.imageshack.us/img50/4849/silencesowd5tu.jpg) :P

### EDIT #####
Still waiting for a full screen of the SOM SA lvl to put a make a "Fix this bug" post here.
I actually use a Silence SA SoWD. Its 10% chance to cast Silence, NOT 10% chance to LAND. Even if whatever you cast fails Silence CAN STILL be casted. Personally I'm a Sword Muse and I bust out the SoWD when I use Entangle. I have Silenced people even when Entangle failed to land. Also the Silence SA can be casted through Powerstrike, lol. Lots of ORC mystics also have said that the SA casts sometimes when they use their stun skill. Apparently bad magic is also attack skills, lol.
