Dual Swords?

One sword in each hands and you need level 40 new class fighter to be able to do this?

Any class can use duals between the levels of 20 and 40 without the masteries. (Mages/Healers wont be able to in C5)

Its just that there are no masteries for duals between 20 & 40 so you do less dmg with them then say if you used a 1 handed sword you had "Sword Mastery" for.

Your saying that my tiny cleric wont be able to have 107's equiped in C5???

If you look over the MANY posts, Mages/Healers are getting a nerf for using certain weapons, (Duals, Bows, Poles, maybe more)
