Maybe by "forcing" players to play the lottery.
I was thinking about a quest (lvl1->78) where any mob u kill has a chance to drop a gambling coin.
The only thing u can do with these coins (quest items!) is gamble, either betting on the monster track or playing lottery.
If u win u get a second type of coins (also quest items!), which can be turned in for adena or consumables.
I'd like to see this, and I agree. Take a % from the GK fund, and maybe even add to it money from the Race track. All those tickets that don't win, maybe take a 10% cut from the 'profits' the track makes.
eh, the problem is getting the thing going. as it is, it is caught in a Catch 22 situation. no one wants to play because the prize isn't worth much. however, to get a good prize, people have ot play it.
eh, if they'd simply announce (in that nice announcement light blue) what the current lotto prize was on login, that'd help. as it is, awareness isn't very high.
Why not make it like a real state lottery??? You know the pot just grows if no one wins it during the drawing. Why hand out chump change to everyone that didn't get all the numbers?? Makes sense to me to just let the pot grow from pick-to-pick.
Okay, call me a noob, but... I once heard that playing the lottery could have a "reverse effect"... So that if you lost (terribly) you could lose some of your stuff. It's probably an urban legend, but I'm not willing to take the chance :p

There are 2 major problems with the lottery.
1) When you buy a lottery ticket it says your luck may be reversed or something to that affect. What I take it to mean is that whilw you have a lottery ticket the drop rate on the mobs you hunt get even worse. Now why would they do that it makes no sense. The drops are almost non-existent as they are now who would ant to make it worse.
2) With the negative affect of #1 why play a lottery that most of the time I have 50x that much adena anyway.
My suggestions.
Use GK fees for lottery is a good start. But is not really needed.
Mkae each towns lottery different. THis way it is based on grade.
When you buy a lottery ticket you pick weapon or armor. When you win you come back to the town you purchased the lottery ticket in. When you turn in your ticket you get to pick from a list og what you chose.
Now the lotteries are based on grades so if you picked weapon you would recieve a random wep of that grade.
If you picked armor when you turned in ticket you would get a full set of random armor.
Of course it would have to be low chance of top armor/wep for the grade but im sure alot more pwople would play the lottery if you did this.
I think it would be nice to use the real lottery system in the USA to model the lineage 2 system after. The lottery system in the game currently is effectively a 50/50 raffle. Applying the law of large numbers, at best you get back half of what you spend. The rest of the money is never seen by anybody again, ever. While this is kind of good for the economy, as a good economy almost always involves consumables (in our case these come in the form of SS, SPS, porting, the goods lost using 60% recipies, etc.), nobody has incentive to play the lottery system as it currently works. There are plenty of ways to gamble on better things. The lottery at best gets above a few hundred thousand. This is a rather small amount to most of the players in this game. There are multiple ways of improving the system. My personal suggestions are as follows:
1. Start with a larger seed. Just for once, if NCsoft seeded the lottery at 10, or 100, or 300 million adena, a lot more players would play. The thing that draws a lot of people in is that 1 ticket means a chance at a sum of money that is otherwise very difficult to obtian. Hopefully, after once, the seed should sustain itself as after a lot of players will play, leaving a lot of $ to seed the next one and so on.
2. Something needs to be done with the other 50% of the $. Having it drain away makes players less likely to play the lottery. In a lot of states in the US, the lottery system funds education. Likewise, it would be nice if the other money in the L2 lottery did something useful. Maybe it could go towards new weapons for new players, or pay for getting them buffs after the newbie buffs run out. It doesn't have to be for just newbies. It can help everybody. The system can lower the cost of teleporting in the town that the tickets were bought in by a certain %. It could lower taxes by a certain %, which brings me to my next point:
3. Get Castle owners involved. If you make it such that playing the lottery benefits the castle owners, then they will do something to encourage playing. Give them means to encourage players and there will be a lot of playing. Maybe lottery $ could be used to increase the rewards from the mannor system, or to decrease taxes in town, or something like that. If castle lords were given control of some type over the lottery or were tied in somehow the more people would play. More player involvement of any would help more people want to participate.
The lottery system has a lot of potential. It would be great if in the near future, it was worked out and became a better part of the game.
Lotteries are NEVER worth playing. This just proves most people are more concerned with their in-game funds than out of game funds. Hey...hence the sale of adena.
