As you level, visit your trainer like you do for active skills. In other words, you level them in the same way as every other skill.

Yep! There's a buff called Wind Walk that will increase your movement speed. If you can't get the buff, you can buy haste potions. And to add to that, a couple items, such as the D-Grade Elven Mithril Robes set, will increase your speed by a little bit.
1) Same as any other skill. At the proper level you have the opportunity to level your passives up as well as your actives.
2)Watch the market and/or ask someone who you know that has been playing longer. Most of the very low recipes, like the leather gloves, aren't worth anything because they're very easy to obtain. It's always worth checking, however.
3)Gender has no effect on your speed. There are some armor sets after level 20 that can increase your speed (i.e. Elven Mithril, Blue Wolf, etc). There are also Spells (Berserker Spirit and Windwalk) and potions (Haste and Greater Haste) that can increase your speed as well. Don't worry too much at lower levels, since most of the mobs are pretty slow anyway.

Even as you level and learn the MP recovery passives....it never gets much better. The effects of the MEN stat on regen is almost negligable at best (I play a Orc Mystic which has the highest MEN...and it still sucks!) and at worst you don't get the "Body to Mind" skill that lets you trade HP for MP. (Spellhowlers and Necromancers get to level that.) In general you get just enough MP recovery passives to make your regen time remain constant no matter how much MP total you have.
For the specifics on what skills can be learned when, just browse "The Library" link on the left of this site and check the "Races, Classes & Skills" for your race/class. This will show all the skills you can learn for every level in the game currently.
EDIT: And before I forget. For a baseline idea of how much an item is 'worth' take it to an NPC and see how much they will offer you for it. This amount will be 1/2 the 'value' of the item. Or at least what the game thinks it should be worth.
In practice many items like animal bone or full weapons sell for well above this value due to scarcity and difficulty in obtaining & crafting.
Which passives you learn and what level you learn them at is determined by the class branch you pick. As an Elven Mystic your first class choice will be at 20, and your first mp regeneration passive will be at level 25 in both cases.

Click on the Races, Classes & Skills section, the Elf tab, and then the Skills tab and you'll see the class tree for your race. Clicking on a class listed there will bring you to its skill list.
