Black Swan Quest and the City of Heine

I went out and collected several of the fangs and barrels that Captain Gostas asks for. There is no set amount (i.e, unlimited for each item). When I try to turn them into Captain Gostas, he never accepts them, just says someting about the Duke paying well. How can I turn in the quest items and get the reward(s).

Also, I never could find any private stores, at least not on the Seigehart server. Am I missing something, or is nobody there.

Finally, it's a shame there are very few players in this area. It has some nice variety, compared to other places I've been to.

The barrels you turn in to Iason in the Warehouse. He gives you bills that you can exchange at the Blacksmith for mats.

While Heine is a great area it is remote from the rest of the land mass and winds up less populated. That quest is a great way to get materials though.
