You can obtain a C grade weapon by upgrading your D grade weapon through the Seven Signs event. If you need more information it's listed in the Seven Signs section under The Library on this site.
If you just want to buy a C weapon or are looking for C grade armor, you're going to need to start turning to private stores. Once D grade is over everything in L2 is dependent on the player based economy. You could also look into crafting the gear you need, though you'd need a dwarf Artisan/Warsmith with the right recipe or a dwarf of your own.

I strongly suggest you look into that - just set up up a buy shop overnight for crystals and you can get your weapon for cheaper
If the Prestigious IH doesn't offer what you want. Check the crystal value of items (you can see them on this site under Library -> Items) and you can switch it for what you want at the Blacksmith of mammon every 2nd week
for the guy that has less cash the precious item shop can be a good stop especially if you have a crafter or some extra crystals laying around. They are close to top c grade weps/armor and are a lot cheaper.

This is a great idea. On Erica, with steel selling for 25-50k each, the cost of crafting C grade weapons is roughly twice the cost of buying from the Prestigious Items Hall.
Keep in mind that the the Lux Shop (yeah, I still call it that, too) does not necessarily have the top C items for all weapon types. Purchasing from the Lux Shop and upgrading with Mammon Blacksmith is almost always the best way to go.
For example, on the market you'd pay between 14M - 15M for a Samurai Longsword. No, they aren't sold in the Lux Shop. However, you can purchase a Sword of Delusion from the Lux Shop for about 6.3M (depending on on how much you pay for C and D crystals) and upgrade with Mammon. Mammon's fee for the upgrade from Delusion to SLS is 2.1M Ancient Adena (AA). If you manage to get an even exchange of 2AA to 1A, that is only 4.2M Adena for the upgrade. Altogether you would have spent a bit over 10M for an SLS.
Using the Lux Shop and Mammon you can get most of your weapons cheaper than market price. Homus for 6M or thereabouts. Emis, Crystal Daggers, etc., for 10M. Tsu/SLS for no more than 18M (depending how much you pay for the stones of purity/dual craft stamps).
I roll my eyes any time I hear about someone purchasing weapons from private stores at so-called "market" prices. Free Market Economy this is not. More like Arm & Leg Economy. You are being gouged. :D
don't forget the coin quest. Start the coin quest in HV and you can trade the coins for various c weapons/armor. It might still be more profitable to sell the coins, but I'm not sure, and it's worth looking into on your server.

Yep, it is still more profitable to sell the coins...although with C5 that may change.
